  16. <p>Bush and Delors et al. get nowhere on resolving issues that
  17. threaten GATT
  18. </p>
  19. <p>    If the elaborate tariff negotiations called the Uruguay Round
  20. finally fail, world trade and most major economies will suffer.
  21. For months the talks under the General Agreement on Tariffs and
  22. Trade have been staggering from one purported last try to
  23. another. Again last week no one dared call it failure when a
  24. crucial meeting among George Bush, European Community President
  25. Jacques Delors and Portuguese Prime Minister Anibal Cavaco
  26. Silva ended in impasse.
  27. </p>
  28. <p>    The hurdle remained, as ever, the question of agricultural
  29. subsidies. The U.S. demands a reduction in E.C. aid to farmers
  30. to a level that the Community and many of its biggest member
  31. nations find politically unacceptable. Bush tried to sound
  32. hopeful when he told reporters that some "new ideas" had been
  33. presented. Delors was probably closer to the mark when he
  34. described the proposals both sides were considering as "modest."
  35. The U.S. and E.C. will have still another try in time for the
  36. G-7 economic summit in July.
